On WPBeginner, we use Edit Flow to manage our editorial workflow. It sends email notifications when a post’s status is changed in WordPress along with doing tons of other things. However if you want notifications without using an Editorial Flow plugin, then there’s a solution for you as well.

First thing you need to do is install and activate the Pending Submission Notifications plugin. It works out of the box, and you will instantly start receiving email notifications for pending review posts.

By default, the plugin sends email notifications to the admin email address used in WordPress settings. If you want to add another email address to be notified, then go to Settings » Pending Submission Notifications and enter the email address.
